held in Brasilia, December 12 and 13, 2001.

Introduction

In November 2000, the International Seminar on Exposure to Silica – Prevention and Control was held in Curitiba, with the participation of experts from Brazil and abroad who presented their experiences in various aspects related to the subject. Information was disseminated during the event that alerted society about the serious problem that workers exposed to silica have been facing, harming their health and quality of life, affecting the survival of their families, as well as generating a high socioeconomic cost for their workers. parents. In December of the same year, a meeting was held in Brasilia, at ILO headquarters, between governmental institutions and international organizations to draw up a National Plan for the Elimination of Silicosis, precisely because it is understood that this problem has a solution and that this it’s viable. As a result of the meeting, a Provisional Coordination Center for the Plan was established, formed by the International Organizations, ILO and PAHO / WHO, and by the governmental agencies: Ministry of Labor – DSST and Fundacentro, Ministry of Health and Ministry of Social Security and Welfare. Some actions have been taken since that date and now is the time to develop a comprehensive action plan that includes different aspects related to the prevention and control of exposure to silica, which can promote, within a realistic time frame, the gradual elimination of silicosis and its consequences. This objective is perfectly achievable, taking into account the international and national experience accumulated in recent years, the solidary engagement of government representatives, workers and employers as well as international institutions such as the ILO and WHO.

Goals

Present the policy proposal and reference document of the National Silicosis Elimination Program.
Present experiences of Silicosis Control and / or Elimination Programs.
Initiate the consultation process to draft the National Silicosis Elimination Program action plan for the next three years.

Expected results

Better knowledge of the silicosis problem in Brazil.
Identification of difficulties with silicosis prevention and control;
Reassessment of Program principles.
Establishment of guidelines for the Program.
Definition of synergistic, integrated, effective governance action.
Commitment of employers and workers in the development of the Program.
Commitment to support from international institutions.
Establishment and availability of an efficient and permanent communication line between the Program’s interlocutors.
Create a National Program Monitoring Forum.

Participants:

guests nominated by government representatives, workers, employers and the organizing committee;
Representatives of workers and employers from sectors considered to be highly prevalent: Mining, Construction Industry (construction, ceramics and glass), Metallurgy and Non-metallic minerals industry (marble and lapidary);
representatives of the National OSH Negotiating Committees of the sectors concerned and the CTPP.

ACTIVITIES REPORT The Workshop began its work on December 12 and was attended by 60 people, including technicians from the Ministries of Labor, Health and Welfare, FUNDACENTRO, FIOCRUZ, UNICAMP, UFRJ, UFRS, UFMG, State Health Departments Paraná, Rio de Janeiro, Criciúma, representatives of the Public Prosecutor’s Office, the Public Prosecutor’s Office of the State of São Paulo, workers ‘representatives from various trade union centrals (CGT, Força Sindical, CUT and SDS), from several Workers’ Unions Construction Industry Workers of São Paulo, FETICON / SP, Federation of Ceramic Industry Workers, Glass of São Paulo Est., Union of Limeira Ceramic Industry Workers and Region, Marble Industry Workers Union, São Paulo Granite and Ornamental Stones), and employers’ representatives (Marble and Granite Industry Paulo, Sindirochas, Brazilian Chamber of Construction Industry, SESI). According to the methodology and schedule of the Workshop, the work of the morning of the 12th focused on the plenary activity with reports from the institutions on the work that has been developed. Subsequently, the reference document of the project of the National Program for the Elimination of Silicosis was presented and a panel of experiences that has been developed in various parts of the country. In the afternoon, the work was conducted by 3 sectoral groups (Construction and Ceramics Industry, Marble and Lapidary Industry, and Mining and Sandblasting, consisting of representatives of workers, employers and government and university technicians with the objective of carrying out a analysis of the situation in each productive sector and to elaborate proposals for referral to the identified problems.The institutional group was constituted by the representatives of the governmental institutions present in the Workshop and had the task of discussing the draft of the National Program for the Elimination of Silicosis. The presentation of the reports of the groups with excellent results, which may contribute to the development of the Program to be approved by the parties, is considered that the Workshop has achieved its objective and presents as its final product the preparation of a preliminary document containing the National Eli Program The program should be forwarded to all participants for analysis, correction and suggestions, as well as for presentation to government decision-makers, employers and workers. It is noteworthy that, with the conclusion of the Workshop, the Provisional Program Coordination Center was able to meet 100% of the demands and referrals decided on December 12, 2000 with the following actions: – preparation of the Program reference document and referral to the Provisional Nucleus, created during the December 2000 meeting; – launch of the SILICAeSILICOSE website, in September 2001, available on the FUNDACENTRO website; and – holding of the Workshop, in December 2001, concluding the first stage of the process of preparing the proposal for the NATIONAL SILICOSE DISPOSAL PROGRAM , which will be attached.
